The Small Business Office at Arnold AFB is responsible for implementing DoD and Air Force Small Business, Small Disadvantaged Business, Section 8(a), and Woman-Owned Business policies and procedures for the AEDC. The Small Business office is also the focal point for Historically Black Colleges and Universities and Minority Institutions. The Small Business Office performs the overall contractor relations function for Arnold AFB and is the liaison with the Small Business Administration at the local and national level.

The SBIR program was designed by Congress to encourage small business participation in Federal research and development in areas of technology, which have both government and commercial applications.

The program involves three phases including:

· Phase I, a feasibility study with demonstration
· Phase II, development of a prototype
· Phase III, product or process commercialization

In addition to Phase III, AEDC utilizes the AF Commercialization Readiness Program (CRP) to further mature SBIR Phase II technologies as well.

As an Air Force Department of Defense (DoD) facility, AEDC participates in the SBIR program through the joint DOD SBIR Program solicitation.

Test Customer

AEDC Commercial Test - AEDC conducts tests, engineering analyses, and technical evaluations for research, system development, and operational programs of the Air Force, Department of Defense (DoD), other government agencies, and industry. AEDC provides such services to Air Force, DoD, and other federal government organizations under agency-to-agency agreements. We provide the same services to industry and any other organizations under AEDC test contracts when the testing or services support DoD acquisitions or when such services cannot reasonably be obtained within the private sector. Test contracts are cost-reimbursement, advance-pay type arrangements that include the terms and conditions necessary to assure AEDC's compliance with applicable Government statutes and regulations.
