MRS. AMY S. FOSTER

 Mrs. Amy Foster is the Director of Contracting, Arnold Engineering Development Complex (AEDC), Air Force Test Center, Arnold Air Force Base TN. She provides the AEDC Commander and his staff with planning, policy development, management and supervision of all aspects of AEDC contracting. She oversees annual contract obligations of approximately $300M, over three-fourths of the Complex’s budget. She manages a wide range of complex business and contracting issues at this outsourced operation including remote operating locations at White Oak MD and Moffett Field CA. She also manages contracting operations for the 704th Test Group at Holloman AFB NM.

Mrs. Foster entered federal civilian service with the Department of the Navy in 1997. She transferred to the Department of the Air Force in 1998. She has served in a wide variety of contracting assignments for Air Education and Training Command and Air Force Materiel Command.

Prior to her current position, Mrs. Foster served as the Chief, Test Range Contracting Branch at Arnold AFB TN where she led the management and execution of the $3.2B Test Operations and Sustainment operating contract. She was the primary liaison with the Air Force Program Executive Officer for Combat and Mission Support (AFPEO/CM) and managed a wide range of complex business and contracting issues. In 2006 she was selected to serve as the Chief, Enterprise Acquisition Branch at Arnold AFB TN, where she was responsible for leading a highly skilled team of professional contracting officers and contract specialists in acquisition planning, negotiation, and administration of over 250 research and development, service, supply, construction, utility, and commercial test contracts valued at over $300M. She began her contracting career at the 325th Contracting Squadron, Tyndall AFB FL, as a Copper Cap Intern. Upon completion of her internship she was promoted to the Quality Assurance Program Coordinator, Contracting Officer for the Specialized Branch then Contracting Officer for the $1.4B Air Force Contract Augmentation Program (AFCAP) and follow-on $10B AFCAP contract. She culminated her assignment at Tyndall in 2007 as the Flight Chief, Civil Engineer Support Flight where she was responsible for leading the 20 member flight to negotiate and administer a wide variety of service, supply, construction, utility contracts resulting in over 600 contract actions annually valued at over $500M.
