Colonel Dalbert R. Shaw serves as the Senior Materiel Leader and AEDC Program Manager at the Arnold Engineering Development Complex (AEDC), Air Force Test Center (AFTC), Air Force Materiel Command (AFMC), Arnold Air Force Base, Tennessee. He leads a Group-equivalent Division of 61 personnel executing an $8 billion portfolio spanning five geographic locations. He oversees and executes a portfolio of nine service contracts providing test operations and support. He formulates and delivers infrastructure acquisition roadmaps and strategies for hypersonic and related test infrastructure improvements, modernization, and recapitalization, supporting efforts for the AFTC, Air Force Test and Evaluation, and the Test Resource Management Center (TRMC) Division under the Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics (OUSD(A&T)).
Colonel Shaw entered the Air Force in 1995 and was commissioned in 2003 through the University of Alaska Anchorage's Air Force Reserve Officer Training Corps
(AFROTC) program.
Throughout his career, he has held various senior acquisition positions. He served as the Deputy Chief of the Air Dominance Division, leading a 560-member wing-equivalent organization executing a $62 billion portfolio for air-to-air weapons. He also served as the Materiel Leader, F-35 Modifications and Retrofits Program Manager, leading a $9.6 billion program for three U.S. Services, seven partner nations, and six Foreign Military Sales (FMS) customers. Additionally, he served as a Program Element Monitor (PEM) and the Chief of the Special Mission Branch in the Global Reach Programs Directorate, Office of the Assistant Secretary of the Air Force for Acquisition (SAF/AQ), supporting the VIP aircraft portfolio, including the Presidential Aircraft Recapitalization (PAR) program, VC-25, and C-32 fleets. He was also the PEM for the C-17 and C-5 fleets and served as the Executive Officer to the Capability Director for Global Reach Programs. Before his current assignment, Colonel Shaw was the Military Deputy for PEO weapons.
