The 2013 Air Force Materiel Command (AFMC) Senior Civilian Engineer Award was recently presented to Dr. Donald Malloy, flight systems analysis lead with AEDC's Analysis and Evaluation Branch.

The award citation reads in part, "During 2012, Dr. Malloy demonstrated innovation, initiative, and unrivaled technical expertise, creating and executing a risk reduction plan to support a low-cost, accelerated aerial target development effort.

"Leading and mentoring a joint government and contractor team, he established Arnold Engineering Development Complex as a Center of Excellence in the area of engine-inlet integration.

"His tireless efforts consistently ensured that ground test benefits were maximized and delivered results were timely, accurate and actionable. The superior performance of Dr. Malloy reflects great credit upon himself, the Air Force Materiel Command, and the United States Air Force."

AEDC's Analysis and Evaluation Branch chief Dr. Bill Baker, who nominated Malloy for the award, said, "Since joining the Analysis and Evaluation Branch in 2011, Dr. Malloy has been an outstanding technical performer. He was selected to lead the flight systems part of the branch and mentor the young analysts working the ground and flight test analysis of aircraft, missiles and other flight vehicles.

"In addition to leading the analysis activities of his group he has been the liaison between the Analysis and Evaluation Branch and the Flight Systems Test Complex."

Baker added, "In the Air Force Materiel Command Senior Civilian Engineer of the year award, Dr. Malloy was specifically cited for his operational impact on AEDC customers and their programs, including the reduction of risk to major programs.

"Also cited [in the award write-up] were the innovative ideas that will save millions of dollars in flight testing and the avoidance of millions of dollars in cost for developmental programs. His customer focus, exemplified by his response to customer needs and his attention to cost and schedule control, were also cited.

"These successes are attributable to the impressive technical abilities of Dr. Malloy and the professionalism and expertise of the AEDC personnel, both government and contractor with whom he works."
