AEDC holds Industry Day for Test Operations and Sustainment contract

Fifty-nine people representing 31 companies attended an Industry Day held June 10, for the future Test Operations and Sustainment (TOS) contract hosted by the Arnold Engineering Development Complex (AEDC) Source Selection Office.

The TOS requirements at AEDC are part of a larger AEDC-led acquisition strategy which will divide mission requirements - currently performed by Aerospace Testing Alliance (ATA) - into seven separate contracts. Four of those contracts must be strategically sourced, while the remaining three contracts, including TOS, will be locally competed and managed.

Industry Day participants received several briefings on the areas included in the TOS effort.

The TOS contract competition will be a full and open competition and has requirements in the following areas:

· Test products (at NFAC and Tunnel 9 only)

· Technology products

· Capital improvements

· Test operations and maintenance

· Quality

· Chemical, Metallurgical and Non-destructive Evaluation Laboratories

· Machine and fabrication

· Information protection

· Purchasing

· Integrated scheduling

· Base support assets operations and maintenance

· Utilities

· Fuels

· Property administration

· Public affairs

The TOS acquisition is anticipated to be conducted using the full tradeoff source selection approach with an anticipated award in June 2015.

The contract start date is planned for Oct. 1, 2015 and the period of performance will be potentially up to eight years if all award terms and options are earned and exercised with an estimated value of $1.7 billion.
