U.S. Department of Health, Education and Welfare Capt. Richard Lyle, right, presents a land deed for the University of Tennessee Space Institute to Tennessee Gov. Frank Clement, second from left, during a Jan. 29, 1964, ceremony at Arnold Engineering Development Center. The first UTSI classes were held Sept. 24, 1964, at AEDC in offices provided by the Air Force as UTSI was constructed. In the years leading up to the establishment of UTSI, a program was in place through which the University of Tennessee would award graduate degrees to engineers at AEDC. Also pictured are Arnold Research Organization President R.M. Williams, left, and then-AEDC Commander Maj. Gen. William L. Rogers. (U.S. Air Force photo)
